LEED Gold Rating for UA Nanoscale Science & Engineering Building

The University of Arkansas’ Nanoscale Science and Engineering Building has earned a LEED Gold Rating for the U.S. Green Building Council/Green Building Certification Institute.

McClelland Consulting Engineers, Inc., provided site civil engineering services for the two acre building site on the UA’s flagship campus in Fayetteville. Specifically, MCE provided design services for site layout, water quality management, utility design and stormwater management. MCE also provided construction materials testing services including testing for earthwork, concrete and fireproofing. The McClelland firm also designed two bio-retention areas on site to treat runoff from an uphill parking lot and an oil-water separator to treat runoff from an on-site loading dock.

The project was evaluated using LEED for New Construction (v 2.2) criteria. The Nanoscale Science and Engineering Building earned 42 points, which is greater than the 39 points required to achieve a Gold Rating in the New Construction category.

The LEED for New Construction Rating System is designed to guide and distinguish high-performance commercial and institutional projects, including office buildings, high-rise residential buildings, government buildings, recreational facilities, manufacturing plants and laboratories.

APWA-Arkansas 2012 Small Project of the Year

APWA-Arkansas 2012 Small Project of the Year

McClelland Consulting Engineers, Inc. (MCE) and Benton Utilities were honored yesterday, May 17 with the 2012 Small Project of the Year Award by American Public Works Association (APWA) Arkansas Chapter at their annual conference in Hot Springs, Arkansas. Benton Utilities’ Process Washwater Pump Station project which was designed by MCE’s Matthew Vinyard, E.I. and Byron Hicks, P.E. earned the title for APWA Small Project of the Year.

Benton’s Wastewater Treatment Plant was using approximately 460,000 gallons of potable (drinkable) water a day as process water in dewatering and sludge handling facilities as well as sprayers and yard hydrants throughout the plant. To save money and potable water, Benton Utilities hired MCE to design a system that would use non-potable water instead of potable water during treatment phases.

It was estimated that Benton Utilities was using in excess of ten million gallons of potable water in various application uses within the wastewater plant each month. This metered flow is based off a six inch water main that supplies the majority of the water to the plant and also a two inch meter that supplies water to several other locations within the plant.

The washwater system cost $414,717 to construct in 2011. Originally, the payback estimate was calculated to be at 3 years, based on a savings of $137,760 annually. This was calculated using a conservative average savings of seven million gallons of potable water per month at a wholesale cost of $1.64 per thousand gallons.  The project was fully online beginning January 2012.  Actual numbers for the first three months of this year with the washwater system in operation show the cost savings may be substantially higher.  The first table is potable water usage for the last 9 months of 2011. The second table shows potable water usage the first three months the washwater system was in service.  There is an estimated savings of 9.9 million gallons of potable water saved per month.  Based on these averages, the savings in water production cost per month is projected to be in excess of $16,000 per month and annually this comes to over $195,000. Therefore, the payback return on investment is projected to be approximately 26 months.

This washwater project is especially important to all parties because it benefits more than just the Benton community. Water conservation is a World-wide concern, and MCE and Benton are both making efforts to not only conserve potable water, but conserve power and save money. This project will have an outstanding impact on water conservation. This valuable resource is being saved by every means possible through water reclamation and reuse, as well as educating people to conserve as much water as possible. The washwater project will provide Benton Utilities and the City of Benton a huge savings in water production cost. It will have an outstanding return for the investment now and well into the future. This project has come at a time when water conservation is needed with the existing water plant reaching capacities during peak demands. This will relieve pressure on the water system now and hopefully make it easier to meet the demands during peak times during the summer months, as well as future demands that may be placed on the water system. MCE is very proud to provide the Benton Utilities and the City of Benton with a project that saves them money and conserves water. To MCE, this is more than just a project, but it’s a way to better the community and World for the present and for the future.

McClelland has also been appointed by Dr. Ashok Saxena, dean, to the College of Engineering Dean’s Advisory Council.

The Distinguished Alumni Award honors College of Engineering graduates who have provided leadership in their communities and achieved distinction in their fields of endeavor. The banquet was held at the John Q. Hammons Center in Rogers.

McClelland  graduated from the University of Arkansas in 1967 with a Bachelor of Science degree in civil engineering and is a licensed Professional Engineer. Upon graduation, McClelland accepted a position with Melburger Engineers in Little Rock. After working for Melburger Engineers for 10 years, McClelland opened a branch office of his father’s company, McClelland Consulting Engineers, Inc., in Little Rock. When his father, J.E. McClelland, retired in 1986, McClelland was named Chief Executive Officer and Chairman of the Board. He moved the company’s headquarter operations from Fayetteville to Little Rock but maintained the Fayetteville office as a branch office of the company. McClelland led the company until 2009. He now serves as Chairman Emeritus of McClelland Consulting Engineers, Inc., which continues to operate offices in both Fayetteville and Little Rock.

McClelland has been recognized throughout his career by numerous professional organizations. He has previously been named Professional of the Year by the Arkansas Public Works Association, Boss of the Year by the National Association of Women in Construction and Engineer of the Year by the Arkansas Society of Professional Engineers.

McClelland has served as a past president of the Arkansas Society of Professional Engineers and served on the Arkansas State Board of Health and the Arkansas State Board of Registration for Professional Engineers and Land Surveyors, to which he was appointed by Governor Bill Clinton. McClelland Endowed Scholarship for Civil Engineers at the University of Arkansas, named for his late parents. The endowment has provided scholarships to students for the past 15 years.

The McClelland family has also provided a Keystone Endowment to the Fayetteville Public Education Foundation. The endowment supports engineering education in the Fayetteville Public School System and honors McClelland’s parents who were graduates of Fayetteville High School.

McClelland’s professional achievements and community involvement are driven by the personal commitment and connection he has to the state of Arkansas.  He keeps a sign on his desk that reads, “Arkansas is Always First”.
