MCE also provided engineering design services for conversion of the existing Rock Island Railroad Bridge located within the Presidential Park. The bridge approaches were converted from its original rail use into a major pedestrian crossing on the Arkansas River Trail. The bridge is now designated the Clinton Presidential Park Bridge. In addition to design services, MCE provided surveying services and coordinated regulatory approvals from various federal, state and local agencies. Design was completed in 2009, and the pedestrian bridge opened to the public in October 2011. The 2,600 linear foot converted bridge completes the 24-mile loop from downtown Little Rock to Murray Lock and Dam. Construction cost was approximately $10 million.

The William Jefferson Clinton Presidential Center is located in a 27-acre Little Rock city park along the south bank of the Arkansas River. The Presidential Center has three main buildings – the NARA building, which stores historical records, the Museum, which displays exhibits, and the Clinton School of Public Service, in connection with the University of Arkansas System.

As part of a sizeable design team, MCE served as the lead site civil engineering firm for the construction of the Clinton Presidential Center. The Center was certified as a LEED Silver building at the completion of construction, and has recently obtained a LEED platinum rating on the existing building and the 27-acre Presidential Park. The McClelland firm’s scope of the work on the library site included erosion control, utility improvements, slope stabilization, paving plans and storm drainage designs. The MCE team was also responsible for obtaining numerous local, state and national permits from regulatory organizations and coordinating utility relocations on and around the site.
